1. Picture a pasture open to all.  It is to be expected that each shepherd will try to keep as many sheep as possible on the common land.  Such arrangement may work satisfactorily for centuries until the number of shepherds and sheep have been kept below the carrying capacity of the land.  Finally, however, comes the day when the land reaches the limit of its carrying capacity.
  As a rational being, each shepherd seeks to maximize his gain.  The shepherd receives all the benefits of adding one more sheep on the common land.  Meanwhile, adding one more sheep leads to overgrazing and its negative effect is shared by his fellow shepherds.  Then, he asks, "What should I do in this situation?"

2. America's illegal aliens have been the target of national attention.  Their growing numbers put downward pressure on U.S. wages and new demands on schools, hospitals, and other public services.  Fears of heavier social burdens and higher taxes have led citizens and local officials to take a stand against what many perceived as an unwanted invasion from Mexico and other countries.
  On the other hand, farms, restaurants, small manufacturers, and other employers have continued to hire the undocumented with little regard to the federal laws intended to stop them.  Further, the fast-growing undocumented population is coming to be seen as an untapped engine of economic growth.  In the past several years, big U.S. companies such as banks, insurers, credit-card companies, and others have decided that a market of around 11 million potential customers is simply too big to ignore.  By treating illegal aliens like any other consumers, companies are in effect granting them legitimacy.
